In my research of the WTC, I discovered that the buildings had been in the
planning stages from the early fifties, although there were many different
plans, but never-the-less, it was known they were going to be large and
symbolic.  Consequently, when the zip system got rolling in the late
fifties (not released to the public until 59 [?]) zip codes had been
reserved.

I did my WTC research, unfortunately two years.  One little known fact, the
destruction of phone numbers on 9/11 caused NYC to hold off on 10 digit
dialing for the better part (or more - unsure) of a year!

Al, et al, bring up some good points.  Also keep in mind that things like
the Trade Center buildings had their own or multiple zip codes just due to
the concentration of addresses...
