I have access. I am able to send files all day long from a PC with the same
user id. It burps only when I use the AS/400. (V4R2).

You have create authority but not update.  FTP first creates the destination
file, then updates it.  Have them give you UPDATE authority to the
directory.

Trying to debug an FTP server. I can FTP to an external site and start a
file transfer. A zero byte file is created on the Windows NT 4.0 server, but
no bytes are ever transmitted. 

Had the same issue last week with an internal server. I had previously had
my network wiring running through cheap router into a 3Com switch. When I
removed the router from the managed switch the FTP stopped working. Placing
the router back in-line fixed the problem. Now I see the same issue to this
external site. I know VERY little about managed switches. Could it be my
problem? Could the switch be affecting the traffic adversely?

Any hints would be appreciated.
