Sounds like a firewall issue to me. Your control connection is allowed, but the data connections are not. The system is opening the file to receive data into, but since the data connection isn't getting through, there's no data to write to it. The result is a zero byte file. if that's true, then directory listings also won't work. So, if you can do an "ls" or "dir" then I'm probably off-base here. I don't think this is an authority problem, because that would imply that you're using an AS/400 FTP server, yet you say that you're using an NT 4.0 server..
