Then again, how often are they creating new objects?

For periodic cleanup's:
chgown '/QSYS.LIB/MYLIB.LIB/*' NEWOWN(MYOWNER)

For near online updates you could always write a program that uses the 
object auditing journals.  Bounce all creation records against a table. If 
it is in library such-and-such then it's new owner should be so-and-so. If 
the object is locked and I can't change it now, either:
- wait until the periodic cleanup, 
- remove the lock, (nasty), and try again,
- email some god like authority to do at their leisure.
- pop the entry on a data queue stack to keep trying on a periodic basis 
until the ownership is corrected.
