This is all new and quite scary to me.  I don't want to blow-up my system.  If 
anyone out there has tried this and knows all the steps, please post.

Unfortunately, I don't have a system I can test any of this on, so I'm a little 
leery.

Ted, I think I found good news -

However, the QPWDVLDPGM system value must specify either *REGFAC or *NONE 
before the system will allow QPWDLVL to be changed to 2. Therefore, if you 
use a password validation program, you may wish to write a new one that can 
be registered for the QIBM_QSY_VLD_PASSWRD exit point by using the 
ADDEXITPGM command.

This means that the 128-character passwords are probably handled by your 
registered exit program.
