You don't spec the CDROM as an AIPL device. Tapes on busses other than 1 need to be set as AIPL device if you want boot from them. The system will first search bootable data on the device the system last used to "D" IPL from. I have seen this step run for 45 minutes before it finally giving up and moved on to step 2.
