ftp code 530

When I ftp from my pc to my iSeries I am getting:
530 Not able to set library QGPL for user FTPTEST; logon rejected.
Login failed.

WRKSBSJOB QSYSWRK
shows NOTHING of interest in any of the QTFTP* jobs.

Nothing of interest in either DSPMSG QSYSOPR or DSPLOG, or even QSYSMSG.

I am using Exit point:   QIBM_QTMF_SVR_LOGON      Format:   TCPL0200

In this process I am switching user profiles to this user profile FTPTEST.
