The "M" in 01 BM V=F says manual IPL which is what it is doing. Do the 
following:

UP Arrow until "2" is displayed 
Press ENTER (blue button)
Press UP Arrow until "BN" is displayed
Press ENTER

go ahead and IPL or shut it down thru DST. All further IPL's should go all 
the way thru.

I have inherited a 9406-270 with a PC console that does not come up to the
sign on screen after an IPL. After an IPL it shows a screen with some
options - install operating system, ipl, etc. 
The system led displays 01 BM V=F. 
How can I get it to IPL like a normal machine, coming up with a sign on
screen?
