Me thinks the drive is broke... With no cable attached to the drive, power

I'm trying to get a 7208-342 tape unit installed on a new 9406-270 (v5r2,
latest cum and hipers applied). It absolutely refuses to work. I connect
it to f/c 2768 (in C04 in the main unit), then power on the tape unit. The
only thing that happens is that a lightning bolt icon has an amber
flashing
light, and the LCD panel on the tape unit shows ERR ID: 8D 00 00.

Any ideas?
