At some release IBM starts TCP automatically. Tracking this down on my V5R2 system I can see that: Job 029372/QTCP/QTCPIP does the following: will varyon on the lan lines associated with any interfaces and then does a lot to start TCP/IP This job was submitted from job 029291/QPGMR/QSTRTCP. That job was submitted from job 029263/QSYS/QSYSARB4. And I can't figure out what started that.
