Double check you installed all the Java JDK's. Starting at 5.1 MGTC now 
has 2 jobs one of which is Java based. My other thought if Neither job is 
starting is your TCP/IP Domain Name ( CFGTCP OPT#12 ), it must be properly 
set.

        Subject:        V5R1 Mgmt Central not starting.


We are on V5R1 and have recent cumes.
I have V5R0 Client Access. Whether I start MGTC from OPS NAV or
a command line I get the message below.
I checked the archives and the IBM APARS. I have found no relevant info.
I know nothing about Java.  Has anyone a suggestion as to what I should do
next, perhaps submit an APAR.
