I ran a search at IBM's improved search site and found PTF SI04825, which 
"will correct an initialization problem that was causing the failure of the 
Management Central Job Monitors."

The improved site is

and it's supposed to be even better after tomorrow - over 75 IBM sources 
will be included, I've been told.
