Netfinity Server - Startup after IPL

We are trying to get our Integrated Netfinity Server (INS) to start
after an IPL.  We have in our QSTRUP near the end, a vary-on command
(VRYCFG *NWS *ON).  This is not starting it!  After the IPL completes,
we do the exact same command and the INS will start...
