Since the startup program runs under QPGMR, and you are probably doing it manually from some other profile (which might possibly have more authority), you should check to see if QPGMR has all the necessary authority to perform the operation.

I always put as the first line in my startup programs the following command (so it produces a joblog with good info) CHGJOB LOG(4 00 *SECLVL) LOGCLPGM(*YES). You will always get a joblog, and even if you to boot every day, that's only 7 in a week, but when you have a problem, you have someplace to look.
