If you are not a big OV/400 shop then what is happening is the lack of ability to change with the times. Seems that many people got used to working with the QDOC library when that was the only area to be mapped from PC's. Many, many releases of the OS back they added something called the Integrated File System, or IFS for short. Suggest breaking up QDOC into directories off of the root.
