Having reached the upper limit, you're going to have to purge one way or another. I'm not sure if you can have users clean up what they don't need (yeah, that always works). Otherwise you're going to have to make sure you have backups (SAVDLO) and tape retention periods that meet your business requirements and start doing purges by date.
