Having reached the upper limit, you're going to have to purge one way or
another.  I'm not sure if you can have users clean up what they don't need
(yeah, that always works).  Otherwise you're going to have to make sure you
have backups (SAVDLO) and tape retention periods that meet your business
requirements and start doing purges by date.  If you follow my suggestion
for querying the folders you might be able to target specific folders or
users for rolling purges using DLTDLO and the date range parameters.

Well, all the folders in wrkflr are used by AS/400 people.  Our insurance
application, we store "notepad" in there as well as office vision documents.
It is used heavily by the claims piece of our software.
