If I was in your position, I would write a program which would shut down
the system and use the job scheduler to run it (WRKJOBSCDE).  The job
scheduler will allow you to schedule a job to run at the same time on a
particular day of the week forever.

In your shut-down program you could then call a routine which would
update the system value QIPLDATTIM with the next day's date and a time
of 05:00:00.  This will cause the system to power up at that date and
time.  Make sure that system value QIPLTYPE is set to 'unattended'.

After setting the value for the restart, then just go through an orderly
shutdown of the system and finally a PWRDWNSYS RESTART(*NO).
