If you wish to save everything in the IFS, issue the command below:

SAV DEV('/QSYS.LIB/TAP01.DEVD')
OBJ(('/*') ('/QSYS.LIB' *OMIT) ('/QDLS' *OMIT))

Technically, the QSYS file system is part of the IFS, so you're telling
the SAV command to save everything in the IFS, omitting the QSYS and
QDLS file systems.  If you want the Document Library Objects also, then
don't include the omit for that system.

My recollection is that the IBM-supplied directories will be in /QIBM.
If that is all you wish to save, then issue the following command:

SAV DEV('/QSYS.LIB/TAP01.DEVD') OBJ('/QIBM')

Change the 'TAP01' in the above commands to match your tape device
description.

No, the SAVSYS command will not save your licensed programs.  What are
you trying to do?  It doesn't hurt, for disaster recovery purposes, to
have an option 21 save on hand from time to time.
