It is done from OPS Nav. using a wizard.  If you select the 800 number for
dial-out be sure to use the 2nd one.  The first 800 # in the list is not
usable.

Note: I had one to set up as my ECS modem in an LPARed system in P0.
Problem was P0 didn't have an Ethernet IOA.  I could not get to P0 from my
PC with OPS Nav..  2nd catch is that Ethernet IOA may require another IOP as
a minimal P0 would not normally be planned to have a NIC.
