Marty, I think the goal is to give those existing AS/400 users who won't upgrade to newer technology an incentive. Many folks are very happy on their 5xx models - this discount makes the upgrade path quite a bit less painful. As they discontinue software support for those earlier models, not only will IBM have customers using older software, but they will lose the software subscription revenue. It truly is a great deal for those customers if they can find the money in their budget. Most of them will fit easily on a 50/1070 CPW (270) or 70/1100 CPW (820) machine. Some might need to pay to upgrade the interactive feature one level. (I assume that they would order the machine as configured, then order an immediate upgrade). While they would have to pay normal IBM prices for the upgrade, the initial purchase is considerably reduced.
