It covers upgrades as well, the minimum is what is stated.
These machines already had a $60K price reduction in April
for interactive, so knocking another 50% off hardware and
38% off software makes them a screaming deal if you need
interactive and want a reasonably priced as/400. The total
savings are on the order of $130k+
