Cum's do not contain all PTF's.
1)  As others have stated, IBM just doesn't put all PTF's on a cum.  A ptf
which worked for a particular customer, may cause problems if used in a
different workload.  So unless it is critical enough, or x number of
people have loaded it, it might not go on a cum.
2)  Cums come out infrequently.  Group's come out much more often.  In
fact all V5R1 group were updated no later than 5/20.  See:

Hipers are just about guaranteed to be updated weekly.

Am I missing something? I thought that the CUMe contains
all accumulated PTFs. So, that if you one applies the CUMe,
there shouldn't be other PTFs still to do.
