I did some further reading of your responses. I don't think it breaks it
down by street address. From their FAQ:
Does ZIP/CITY match addresses at the street address level?
No, ZIP/CITY does not contain street level address information. It does
not match input addresses to a street database. ZIP/CITY does provide
every ZIP Code used by the US Postal Service along with matching city
name, state code, telephone area code, time zone, and latitude/longitude.

Mark,
We are using Zip/City by WorksRight software. Price includes all source,
numerous API's and frequent updates. Simple to use, highly extensible,
cheap.

Here is a sample of what they have:
- Give it a zip code and a distance and it will output to a file all zip
codes within that distance.
- Give it a zip code, a distance, the name of a file, and the name of the
field holding the key to that file, and the name of the field holding the
zip code to that file; and it will output to a file all the keys within
that distance.
- Pass it two zip codes and get the distance back: miles or kilometers
- Give it a zip code and get back the city and state. Useful for
validation, standardization, or even faster data entry. Will also do the
opposite.
- Use it to see if an area code is valid for that zip code.
- Give it your current area code and exchange it will tell you the new
area code the phone company gave you
- etc...
