Is there any way to re-send emails when using the AS400 STMP/MSF?

Problem: We set up AS400 SMTP server to send emails to our MS Exchange
Server and deliver.
When Exchange is not working all emails send by 400 never re-appear when
Exchange come back up.

We convert spool file to PDF and put on IFS. We then use SNDDST to send
email with attachment PDF out to Exchange to deliver.

What am I missing here?
