What is the value of system value QIPLSTS (assuming you have not IPLed
since)? If QIPLDATTIM is now *NONE, this would indicate that either the
system value did not get changed initially or that the IPL did take place,
as QIPLDATTIM is set to *NONE after a successful date/time based IPL.
