AFAIK, the compilers are not available until V5R1, when those on software
subscription and at least one compiler get the rest of them too.  V5R1 also
included VaRPG and CODE/400 (etc) if you had software subscription and the
development tools (PDM, SEU, etc).

I believe what was available for V4R5 via PTF was the workstation code:
CODE/400, VaRPG, etc., if you were on software subscription.  I think the idea
here was that these people could order V5R1 anyway (and just store it), then use
the CDs to install the PC workstation code.  So they just made a PTF to make the
workstation code available without having to officially order V5R1 and put it on
the shelf.

But if the unit is not at V5 yet, you'd first have to pay the upgrade fees or
concurrency fee or whatever they call it.  Then since V5R1 is the end of the
line for the 940x-400, the software subscription doesn't give you much except
the ability to transfer it a new box later, if you keep up the premiums.
