The exit program has a few advantages. One is that it can, as you suggest, preclude access by *ALLOBJ users. In addition it can provide conditional access to the function based on application logic in the exit; and of course do a variety of application oriented tasks as part of the system request key handling (though this is going beyond the requested "disable SysReq key"). And I apologize for not pointing out the need to select Work Management Exit Programs at the bottom of the Work Management APIs. I knew where the exit was documented (by category) but didn't step through the selections to actually confirm all of the steps...).
