I too do not consider this easy however, this was IBM's solution when I tried installing WDT on NT 4.0. It just so happens that during one of my many cleanup attempts I deleted some stuff important to NT and had to re-load anyhow. After the reload, the first thing I installed was WDT. Did not have a problem from then on.
