If I recall correctly, the Power PC guide described a few options.  They
were all based on the system clock and a circuit called the "phase lock
loop".  All subsystems on an AS/400, including the main CPU have this
circuit that is synchronized with the system clock according to a
"multiplier".  One option is to install a system clock that runs at a speed
X.  The other option is to set the multiplier for the circuit.  The
multiplier is set via low-level software API.
