The access() API.  Takes two parameters.  The first parameter is a string
containing the full file path.  The second parameter is an integer with a
value of 0.  The return code is an integer.  If the return code is less than
zero, then the file exists.  You'd need to wrap the API in an RPG program to
call from CL.
