I'm not sure intelligence or guts is relevant.  No doubt the reason it's
explained so clearly was because of IBM's legal department.  ;-)

We knew this had to come sooner or later. I'm glad IBM had the
intelligence
(guts?) to clearly state the point of this PTF. I wonder if they refer to
this PTF internally as the Fast400 PTF? <G>

  circumvent control technology designed to limit interactive
