No I don't fully blame the Community for these issues. I really believe that there is a shared responsibility of IBM and the iSeries Community to forward the box. While I don't think we should just sit back and not voice our opinions on what IBM has or has not done - the future of the box (and our collective livelihoods) is at stake, so we also need to accept some responsibility.
