You are correct that SPECIAL files lack READC, etc.  I remember some talk
someplace that suggested these are contemplated for future releases.  OTOH,
I know of a company that used SPECIAL files to great advantage, by creating
an MQ file type.  Their average RPG coder could hook to MQ, quite easily.
So apparently, there are workarounds.

Don't know much about how Telnet works, vs. HTTP Server, technically.  But I
believe the Telnet client just executes the same Workstation Manager
functions as dumb terminals, so therefore is interactive.  HTTP Server
doesn't use the Workstation Manager functions.  But it probably could be
made to, if IBM was running short of cash...;-)  (Not...)
