This is pure nit-picking on my part as well as comments from someone who has no 
absolute knowledge of what actually happens during DST time rather than a 
serious attack on your statements, so bear with me.

I find it hard to accept that the system values do not exist during DST at IPL. 
I can accept the the OS/400 interfaces to the values are not available, but the 
values themselves must surely "exist". Otherwise, the implication is that 
they're created from nothing during IPL.

Surely IBM knows how to locate and access the values. I mean, they wrote the 
parts of OS/400 that make them available. How can it be possible that it 
_can't_ be done during DST?
