A couple of things to check:

Is SAVF supposed to be in QGPL? That's suspicious because QGPL is the 
default current library. If not, use the FTP "cd" command to change the 
current library and go on about your life.

Do you have permission (authority) to change QGPL? If SAVF doesn't exist in 
QGPL, creating it will "change" the library context object. QGPL is a 
standard IBM library. It would not be unusual for a user to not have the 
ability to change it.

A few additional considerations:

Since you're communicating between PC and AS/400, when you originally 
retrieved SAVF had you executed the BINary command so that the transfer was 
binary and not ASCII? I hope so, because if you didn't, the file won't be 
usable anyway.

Does SAVF already exist? You can create it with FTP if you're careful, but 
the easiest way to create a savf is with the CRTSAVF OS400 command. If 
you're not careful, it's easy to create a physical file full of savf file 
data by mistake. You can't restore from a physical file.

There will be no complaint from FTP or anyone else if a save file named 
SAVF already exists, even if it already contains data. PUT will happily 
overwrite anything that's there.
