  I spoke directly to those in Rochester who know these answers and they
stated:

  "Technically this is possible. There is no hardware or software
incompatability. The physical upgrade process can be done. *However*
because of IRS regulations the residual value of the system being
upgraded does not meet certain criteria wrt the value of the new system
and so it is not allowed. If this upgrade path were going to exist for
some time, IBM likely would have worked out a way to do this, but 6xx
upgrades end soon so they chose not to fight it. "

  So you can do the 'Rochester two step' or buy a new box.
