I suggested that it is to avoid a LCKW time out but it may be as a result of a 
LCKW time out.

You may be able to determine the file in question if the job is actually 
attempting to lock the file.  Option 12 from DSPJOB will show you locks held by 
the job.  It will also show you locks for which the job is waiting -- they have 
a 
status of REQ    WAIT.

Then you can use WRKOBJLCK to see what else holds the lock.
