if you want to limit the jobs in qinter, you need to change the subsystem 
description..
you can limit the number of people signing on at the subsystem or the 
memory pool level.
<ie, CHGSBSD  command, MAXJOBS parameter..>

Sounds like you have too many people signing on.
you are stuck with...
1) stop people getting in
2) let them in, and nobody works well as CFINT runs amok..
