IP datagram forwarding only needs to be *YES if you have multiple interfaces and want the AS/400 to serve as a router to forward packets between the interfaces on behalf of other devices on the network. I don't think Alex's comments about IP Source Routing are applicable since the packet sniffer is not showing any traffic at all when you attempt to ping off the subnet. I would not expect to see any ARP packets, but you should be seeing ICMP packets from the AS/400, regardless of whether the router is going to properly handle them or not. Therefore the problem must be in the AS/400 itself. The only things I can think of that could adversely impact the AS/400's ability to ping off the subnet when it can ping on the subnet just fine are the routing table, the interface, and the line, controller, and device descriptions associated with the interface. Assuming that you let the system create the controller and device descriptions, and took defaults for most of the parameters for the interface, routing, and line description, it would be pretty hard to mess those up.
