file encryption

Last week I posted inquiring as to the availability of PGP for the AS400.
From the responses I received, it appears that this is not there yet, so
this is a follow up to that post.
I have the need to FTP a file over the internet to a client.  The data is
sensitive so they would like some sort of encryption.  I see 3 potential
solutions.

1.  Encrypt the file on the AS400 and send it using FTP.  I see that PKZIP
for the AS400 supports encryption.
2.  Use something like SSL and transfer the unencrypted file over an SSL
link.
3.  Use some sort of VPN connection and transfer the unencrypted file over
the VPN connection.

On our side we will be sending directly from our AS400.  Right now the
client has not determined if we will talk to his 400 directly or a PC based
FTP server.  I am sure there are other ways to do this, so lets hear them.
For the scenarios above, what is required on the 400.  The box I will be
using is a model 170 at v4.4.  4.5 is sitting here in the box waiting for me
to do the upgrade.
