That did help, but not all of the way.  Now I get a message Controller  not
found.  Using Todd's logic, I tried to change the device to point to the
controller, but as far as I can see there is no CTL parm for CHGDEVAPPC.

So I retrieved the source for QESPAP, deleted it, recreated it with the CTL
parm, and so far so good.  I've got to hook up the modem to confirm, but it
looks right.

Here another thought on this subject.  This is all speculation (I didn't
want to test it out on my QESLINE line).

The controller used for ordering PTFs is called QESCTL.  It has a value that
specifies a switched line of QESLINE.  When you deleted the line, the
controller was probably also change and the QESLINE switched line was
removed.  Now that you have recreated the line, you need to add the line
back to the controller.  I believe that the SNDPTFORD program actually
specifies the QESCTL controller, which point towards the QESLINE. ? .
