I can't speak for the original poster's need to be able to "journal READ operations," but I have a legitimate business reason: Here in the States there's a pending privacy rule that requires telephone companies to track the reason you looked up a subscriber's customer information. The idea being that you can't discriminate against a customer if you didn't look at their personal information in the first place.
