I dont think APPC will help either, since the inactivity is based on 'no
sessions active' rather than 'session active but idle'.

There are solutions to the problem but they require programming to be
realistic, such as the inactive job system value. Possibly the easiest way
is to run a batch job that sends an inquiry message every 10 minutes and
asks if they are still there.... if they dont answer it forces the
controller to vary off. (NB you could submit this from the vendors userid
startup pgm, thus knowing the QPDEV* device to send the message to).
