The problem is that OFF is a S/36 built-in command, not a procedure.  It's
like if you were trying to change the DEL command in DOS, you would have to
patch COMMAND.COM.

If this were a real S/36 or a M36, I would suggest the "patch COMMAND.COM"
route.  It's not called COMMAND.COM, but there is a program that contains
the names of the built-in commands.  It could be patched to rename OFF to
XFF or something, which would then make OFF look for a procedure.

Unfortunately, this being the S/36 environment, it would be difficult to
find where OFF is stored, and probably even more difficult to change it.

Your best bet, I think, would be to throw together something to change
option 24 on your menus.  I've done this in the deep, dark past, but I don't
remember enough about S/36 menus anymore to tell you how, and we don't have
the S/36EE installed anymore.  But it is doable.
