Cyndi,
Does your AS400 have a route to get to the 207.70.xxx.xxx network?
Try PINGing the production IIS server from the AS/400 and see if this works.
Also try PINGing the IIS server from another machine on the 10.10.xxx.xxx
network. Can this find it?
If you go to CFGTCP and take menu option 2 you will see the routes defined
on the system.
You should have either a  route defined to the 207.70.xxx.xxx network or a
*DFTROUTE
If you have a *DFTROUTE entry this should point to a router that can resolve
how to get to the 207.70.xxx.xxx network.
