" We re-IPL once a week on a RISC system. Why do you suggest not doing
so?"

I don't necessarily recommend that you not IPL. However, if you are having
a problem every time you IPL, this begs the question do you need to IPL? My
shop does not IPL every week, and in fact only IPL's when needed because of
a software reason such as PTF's that cannot be applied immediately. With
the introduction of the RISC based AS/400's, regular IPL's have become a
thing of the past (THANK GOODNESS). If I wanted a system that needed an IPL
every week, I'd go with a WinTel box.

If you have a valid reason to IPL every so often, I would be interested in
knowing why.
