You are assuming that the software will run on different AS/400 setup with 
different code page. I assumed that all invoices would be generated from a 
single AS/400.

Although correct that this is the way to go, there is a little bit more to
it:
Different languages may use character sets that are different from the
one used on your system (extreme case: English vs Japanese), so
the message may not print or display correctly depending on the
device.
