I suggest that you do a DSPJOB from another workstation to see if there is any 
lock that prevent you from doing this.

I'm trying to start the HTTP server *ADMIN instance (STRTCPSVR
SERVER(*HTTP) HTTPSVR(*ADMIN)), but the system just stays input
inhibited.

It also does this for STRTCPSVR SERVER(*HTTP).  It ends just fine and
starts when the system starts up, but I can't seem to do it manually and
no error messages.

I'm on V4R3.......please H E L P !
