Whatever communication system you use, watch out that it works properly in 
all kinds of weather - humidity - density of wild life, like trees.  Monitor 
local ordinances & zoning ... can you still communicate Ok if someone's 
building shoots up in the way?  Some types of intermittent obstructions are 
more troublesome to some kinds of communication systems if the beam is likely 
to be interrupted.

I do not know if it works for AS/400 computer signals, but in our area Ohio 
Valley Cable is delivering Cable TV signals by line of sight from a radio 
transmitter tower.  I get 40 channels for $10.00 per month, in which the 
signal uses a splitter box & is piped to me & many neighbors ... all quite 
legal ... as compared to $ 50.00 per month for 60 channels from the 
competitor's cable buried under ground & requiring a series of expensive 
descrambler boxes.
