How about microwave?
With the right transmitter/receivers you should be able to go up to 20
miles.  You also could route telephone traffic.  I know IBM helped a local
electric company hook up 3 remote office with their own microwave network.
Back then they had a System/38 and were using 9600 bps modems for data.
